Making the declaration on its formalized Android developers blog, Google has confirmed that the increased application sizes shall be brought out in the form of two expansion files each one running up to two GB in size and building on the still fifty MB capped APK file.

Android applications have historically been limited to a max size of fifty MB, the official declaration read. This works for most applications, and smaller is generally beneficial every MB you add makes it harder for your users to download. Still, some types of applications, like high quality THREE D interactive games, need more local resources.
